"It appeared to the Council-
I. That the public money in the Registrar General's office had been improperly left in the sole custody of the Shroff, over whom Mr Caldwell would seem to have exercised no check, so that there was nothing, beyond the mere statement of the Shroff, to show that the money alleged to have been stolen was in the chest on the previous evening.
II. That if Mr Caldwell had exercised proper vigilance, the insecure condition of the Chest could scarcely for so long a period have escaped detection.
III. That Mr Caldwell had been called on officially on the 7th April to enter into a Bond with two sureties to the Government, but that up to the date of the deficiency (10th May) he had neglected to do so.
"Whereupon, The Council advised that Mr. Caldwell's heirs be required to pay the deficiency into the Colonial Treasury, leaving him however to take such steps against the Shroff or his sureties as he may think proper. And with a view to afford time to Mr Caldwell to take such proceedings, and also to complete his inquiries regarding the suspected Coolie, the Council further advised, that Mr. Caldwell be allowed six months to settle the
